config update (4/7/14)

Changed the following:
* Added "Magnet" function to all users NEI options
* Disabled Mekanism Server Voice
* Updated server name in ForgeIRC

Also checked for Railcraft coalcoke fuel setting, and there is none. Coal coke cooks 16 items now, instead of the old 32.
